1       Introductions, apologies, substitutions and declarations of interest

1.1        The Chair welcomed the Members to the first meeting of the Public Accounts Committee of the Fifth Assembly.

1.2        Apologies were received from Mike Hedges AM and Rhun ap Iorwerth AM. There were no substitutions.

1.3        The Committee officials supporting the Committee introduced themselves to Members.

1.4        Huw Vaughan Thomas, the Auditor General for Wales, introduced himself to the Members.

2       Motion under Standing Order 17.42 to resolve to exclude the public from the meeting for the following business:

2.1 The motion was agreed.

3       Introduction to the Public Accounts Committee

3.1 The Chair introduced Papers 1 and 2 to Committee. Members considered the papers and agreed to scrutinise the annual accounts of a number of tax-payer funded organisations in the autumn term.

3.2 The Auditor General for Wales explained his role and liaison responsibilities with the Committee and introduced Papers 3 and 4.

3.3 The Committee noted its responsibilities and following a discussion, Member’s agreed the initial work programme and suggested a number of possible areas for a Committee led inquiry.

3.4 Following a suggestion, the Chair agreed to write to the Chair of the Culture, Welsh Language and Communications Committee requesting that that Committee consider the BBC’s annual accounts when it looks at the organisation’s annual report.
